District of Summerland - Development Services Support

Kettle Valley Consulting was retained in May, 2020 on a weekly retainer amount of hours to provide senior support services to the Development Services department and to complete some outstanding Bylaw review and updates required for the District of Summerland.

Items completed included:

  • Review of Retaining Wall regulations and recommendation for zoning bylaw amendments for retaining walls (Section 5.5 of Zoning Bylaw)

  • Analysis of the trends in Development Variance Permits being issued, the type of variance most often sought over the past 3 years, and how this compares to other municipalities.

  • Development of a new Pre-application Inquiry procedure and an informational brochure for pre-application inquiries.

  • Drafting of a new Development Approval & Procedures Bylaw for the District. The goal was to streamline the District’s application processes and provide clarity of the responsibilities of developers/staff in all application processes. This also included a proposed OCP amendment bylaw to revise the Development Approval Information section to be in conformance with the draft Procedures Bylaw.

  • A thorough review of the District’s Zoning Bylaw. Zoning Bylaw No. 2000-450 had not been thoroughly reviewed since its adoption in 2011 (nearly a 10 year period), and a number of inconsistencies were apparent due to the number of amendments that had occurred since its adoption. A proposed Zoning bylaw amendment with over 100 proposed administrative changes was drafted, including a number of new use definitions to be added which were previously omitted.

These items were completed over a period of June to end of August, 2020 and have been subsequently presented to the District’s Development Process Improvement Committee and adopted by District of Summerland Council in October, 2020.
